Clark County:  "Maintaining a Private Stormwater Facility"

June 2018 Final Presentation
by the Common Area Land Use Committee ("CALU")
to the Lacamas Shores HOA Board

This is the CALU Committee's  is the Final Presentation to the Lacamas Shores Board of Directors of its recommendations after two+ years of research.  The CALU Committee disbanded in July 2018, having completed its goal.  This presentation was posted as below on the Lacamas Shores website (LacamasShoresHOA.org) until October 2018.   It contains the official report, appendices, and other relevant documents.

The problem the Committee left for the Board's resolution was that the biofilter was not only NOT cleaning the lake, but  was actually re-polluting the water coming out, as would be expected of any clogged filter.  This problem has not been resolved.  Since then, the City has redirected this project to its stormwater experts, and we hope to continue further progress.   Thank you for watching!
New Info Confirmed since the Video presentation:
  • The property was all forest until it was logged in 1979.  The City chose not to buy it, so the developer came in.
  • The City granted the permit in 1988 after consulting with Ecology and receiving their inserts.
  • Between 1979 and 1988, without the trees to soak up the water, creeks developed.  New wetlands started to "emerge" along them.  That's why both the order and permit use the phrase "emergent wetlands" for the filtering wetlands.  The property was not considered wetland before the logging.
  • The property had been cleared after logging for sale.  There was no "bulldozing" needed for the Biofilter.  Trenches were dug and two concrete bridges were added in the trail as the only surface water connections from the Biofilter to the shoreline wetlands and Lake.
